The International Foundation for Electoral Systems (IFES) has supported the procurement needs of electoral authorities and international donors from around the world for more than two decades. Our services include preparing solicitations, receiving, evaluating and awarding bids as well as the administration of procurement agreements. Our work reflects a commitment to managing a transparent, objective and competitive process.
Anticipating a great need for commodities procurement this year, IFES took three significant steps to enhance its institutional capacity to deliver effective and efficient solutions, building on 21 years of organizational experience in elections commodities procurement:

Our business conduct applies to employees worldwide, IFES Board of Directors, consultants and IFES representatives. Obtaining goods and services through fair and open procurement procedures and practices invariably adds to the success of IFES projects, ultimately enabling voters around the world to cast their ballots. IFES has been commended for its flexibility, creativity and response time in the procurement of commodities with various clients.
Procedures
It is IFES policy to observe and comply with all international donor policies, rules and regulations. IFES prioritizes compliance with all laws, rules and regulations applicable in countries where IFES is conducting projects. In cases where there is a conflict between the laws, rules and regulations of the donor organizations and the host countries, the laws of the donor organization take precedence.
In addition, IFES follows United States Government (USG) rules and regulations relating to the procurement of goods and services, specifically in accordance with the Federal Acquisition Regulation (FAR) and the USAID Acquisition Regulation (AIDAR) for contracts funded by the United States Government (USG), 22 CFR 226.2 and the 22 CFR 145 for Grant/Cooperative Agreements. Other USAID rules and regulations followed include OMB A-122: Cost Principles, OMB A-133: Audit Guide and 22 CFR 228: Source/Origin Rules. These procedures assist IFES in fulfilling its obligation under The Small Business Investment Act, P.L. 95-507 to establish a procurement process that serves a variety of socioeconomic goals listed under its awards with the USG.
